Sempra Infrastructure has awarded Bechtel Energy a fixed-price engineering, procurement and construction contract for the Port Arthur LNG Phase 2 project in Texas, which is intended to increase LNG exports.

The value of the contract was not disclosed.

Bechtel will provide detailed engineering, procurement, construction, commissioning, start-up, performance testing and operator training for the project.

Project costs and planning are also analyzed before Sempra makes a final investment decision.

Phase 2 received approval from the Federal Energy Regulatory Commission in September 2023.

Two liquefaction trains are expected to produce approximately 13 million tonnes of LNG per year, doubling the plant’s total liquefaction capacity to 26 million tonnes per year.

Phase 1 is currently under construction and consists of trains 1 and 2, plus two LNG storage tanks and associated facilities.

Trains 1 and 2 are expected to enter service in 2027 and 2028 respectively.

Phase 2 is still subject to the required commercial agreements, permits and financing before a final investment decision can be made.

Justin Bird, CEO of Sempra Infrastructure, said: “Building on the success of Port Arthur LNG Phase 1, currently under construction, the Phase 2 project is expected to further enhance the delivery of safe, abundant and reliable U.S. natural gas to customers around the world.”
