Three high-rise plans proposed at Highway 7 and Weston in Vaughan

In the city that once called itself “The City Above Toronto,” the core of the Vaughan Metropolitan Centre (VMC) east of Highway 400 is dense and vertical. West of Highway 400, however, a number of redevelopment applications have been filed over the past six years, but only one high-rise project has been built to date. Plans for intensification of that area continue to come, however, as The Muzzo Group has filed a proposal for a trio of high-rises at 3790 Highway 7 West, featuring one 43-storey and two 45-storey towers, designed by BDP Quadrangle.

The 1.47-acre L-shaped site is currently occupied by a single-story auto dealership. The parcel surrounds the northwest corner of Weston Road and Highway 7, but does not include the gas station directly on the corner. The adjacent area contains commercial plazas, big box developments, and low-density residential areas to the north, with significant new development planned nearby, suggesting an eventual shift to higher-density uses. The only high-rise development in the area to date is Centro Square, completed in 2018, directly across Weston Road to the east, which features a 10-story office tower and 30- and 33-story apartment towers, all rising from a low- to mid-rise podium.

The official site plan amendment, zoning ordinance amendment, draft subdivision plan, and site development approval applications for 3790 Highway 7 West include three high-rise towers, one of which is 43 stories tall (135.3 m) and the other two are 45 stories tall (145.8 m and 146.2 m). They would house 522, 530, and 569 residential units, respectively. The design places each tower on a 6-story podium, which would include grade-level commercial uses, amenities, and residential suites.

The proposal has a gross floor area (GFA) of 106,373 m², of which 938 m² is dedicated to retail, for a Floor Space Index (FSI) of 7.3. There would be 3,899 m² of indoor and 2,607 m² of outdoor amenity space across various podium levels. Residents would have access to 12 elevators, or four per tower, for a ratio of approximately one elevator for every 135 units, indicating longer than desirable wait times.

Parking infrastructure requires three levels of underground garage, with 1,300 spaces for residents, 323 spaces for visitors and 20 spaces for shops. For cyclists, there are provisions for 978 spaces for long-term and 163 spaces for short-term living, together with 4 spaces for shops. The layout of the site would include new roads, including a municipal right of way along the western and northern boundaries, and a private road providing access to Weston Road.

The development is expected to take place in phases, with the 45-story tower on the southwest corner due for completion in 2029, followed by the 43-story building in 2031 and the third tower in 2033.

The Weston Road and Highway 7 site is located near major roadways such as Highway 400 to the east and Highway 407 ETR to the south. Several York Regional Transit (YRT) bus routes serve the area, connecting to the University Line 1 Vaughan Metropolitan Centre station and the GO Transit network. The Weston BRT runs along Highway 7, placing the site within the Weston BRT Protected Major Transit Station Area (PMTSA). The application also notes the planned GO Concord station along Highway 7 at Bowes Road, according to Vaughan’s Official Plan.

To the southwest of the site, Kingsmoor proposes three towers ranging from 32 to 38 stories, while nearby at 3899-3901 Highway 7, plans call for six buildings ranging from 8 to 38 stories. Further south, at 7540 Weston Road, a proposal calls for two towers of 42 and 45 stories, and the RioCan Colossus Centre Redevelopment includes a multi-phase plan with 25 buildings ranging from 6 to 55 stories. To the east, at 7887 Weston Road, four towers of 40 to 49 stories are being introduced, along with 8 and 45-story towers proposed at Highway 400 & 7, part of the 8.2-hectare SmartCentres masterplanned community. Closer to the VMC, east of Highway 400, population density increases with a number of projects reaching towering heights of 55 to 59 stories.
