Bangalore: In a recent move, the Bruhat Bengaluru Mahanagara Palike (BBMP) has released a comprehensive set of guidelines targeting communities that keep pets across Bengaluru. The civic body has also emphasised that Residential Welfare Associations (RWAs) cannot impose bans on any type of pets within housing societies. BBMP has clarified that RWAs are under strict supervision regarding their treatment of pets. The bylaws of these societies are mandatory to safeguard the welfare of animals residing in housing societies. Pets must be allowed access to common areas and lifts, provided they are kept on leashes, though muzzles are not mandatory.

Humane treatment of animals, BBMP advises

The BBMP has also declared that actions such as chasing dogs away with sticks will be considered illegal. Further, public gardens, tech parks and similar institutions have been instructed to monitor and ensure humane treatment of domestic animals on their premises.

Guidelines for communities where pets are fed

The BBMP has issued specific guidelines for communities feeding stray dogs:

1. Dietary restrictions:

  • No food between 11:30pm and 5:00am.
  • To prevent hyperactivity, do not give your dog raw meat and sugary biscuits.

2. Consistent feeding practices:

  • Provide regular feeding times to prevent unrest and aggression in them.

3. Food waste:

  • Do not leave food scraps on the sidewalk to prevent rodents from being attracted to them.

4. Feeding in public areas:

  • Do not feed pets when there are many people around to prevent aggressive behavior.

5. Community and housing regulations:

  • Residents’ welfare associations (RWAs) and apartment owners must ensure that their bylaws do not harm pets and must enforce existing animal welfare laws.
  • RWAs must allow pets in common areas and elevators. Pets must be on a leash, but not muzzled.
  • Associations cannot ban pets on their premises. Every citizen has the right to care for the environment and choose pets.

6. Recommendations for caring for your pet:

  • Pet owners should ensure that their pet is clean, groomed, dewormed, vaccinated and neutered.

7. Institutional guidelines:

  • Public institutions, educational institutions, technology parks and similar institutions are not allowed to use sticks or security personnel to chase away dogs and cats, as such actions are illegal.
  • These agencies must designate specific places and times for meals so that students, employees and interested citizens can eat.

These measures are aimed at creating a harmonious environment for both residents and animals, thereby promoting responsible pet ownership and humane treatment of stray animals in Bengaluru.
