New Delhi (India), July 27 (ANI): Prime Minister Narendra Modi on Saturday chaired the ninth meeting of the Governing Council of NITI Aayog and said that the vision of Viksit Bharat can be realised through Viksit states. He stressed that states and districts should create a vision for 2047.

The meeting was held at the Rashtrapati Bhavan Cultural Centre in New Delhi and was attended by Chief Ministers/Lieutenant Governors of 20 states and six UTs, the NITI Aayog said in a press release.

The Prime Minister emphasised on the cooperation and collective effort of all states and the Centre to work together to realise the vision of Viksit Bharat @2047.

He noted that the vision of Viksit Bharat can be realised through Viksit States, and the aspiration of Viksit Bharat has to reach the grassroot level i.e. every district, block and village. For this, every state and district has to create a vision for 2047 to realise Viksit Bharat @2047.

He suggested that we should aim for zero poverty as a priority for a Viksit Bharat. He stressed that we should tackle poverty at the individual level rather than just at the programme level. He noted that removing poverty from the grassroots would have a transformative effect in our country.

He encouraged states to provide an investor-friendly environment. He directed NITI Aayog to formulate an ‘Investment-Friendly Charter’ of parameters, which would include policies, programmes and processes to be put in place to attract investments. The states can be monitored for their performance in these parameters to promote healthy competition among them to attract investments. He also stressed the importance of law and order, good governance and infrastructure as essential for attracting investments, rather than just incentives, the release said.

The Prime Minister also noted that India has seen steady growth over the last decade. The Indian economy, which was ranked 10th largest in the world in 2014, has risen to become the 5th largest economy by 2024. He added that it is now the collective goal of the government and all citizens to become the third largest economy in the world.

Prime Minister Modi stressed that India has made a lot of progress in the last decade by strengthening its social and economic infrastructure. From a country that was mainly import-oriented, India now exports a lot of products to the world. The country has made its mark on the global stage in various sectors such as defence, aerospace, start-ups and sports. He appreciated the trust and enthusiasm of 140 crore citizens, which is the driving force behind the progress of our country.

The Prime Minister also said that this is the decade of change, which offers many opportunities in all sectors. He encouraged the states to seize these opportunities and develop policies and initiate governance programmes that are conducive to development through innovative approaches in policy formulation and implementation.

The Prime Minister welcomed the NITI Aayog’s Aspirational Districts Programme and noted that the key to its success was continuous and online monitoring of measurable parameters. This led to healthy competition among districts to improve their performance in various government programmes.

The Prime Minister stressed on education and training of youth to make them ready for the job market as the world looks positively towards India for skilled manpower.

To utilise water resources effectively, Prime Minister Modi encouraged the development of river networks at the state level.

The Prime Minister encouraged all states to increase productivity and diversification in agriculture and provide market linkages to farmers. He further stressed on spreading the adoption of natural farming practices that can improve soil fertility, ensure better and faster yields to farmers due to low cost, and also provide a global market for the produce.

The Prime Minister encouraged states to develop demographic management plans to address the challenges associated with an ageing population in the future.

The Prime Minister asked the states to undertake capacity building of government officials at all levels and encouraged them to collaborate with the Capacity Building Commission for this purpose, the press release said.

Chief Ministers and Lt Governors made various suggestions for the vision of Viksit Bharat @ 2047 and also discussed the steps being taken in their states. Some of the key suggestions and best practices highlighted were in the areas of agriculture, education and skill development, entrepreneurship, drinking water, reducing compliance, governance, digitalization, women empowerment, cyber security, etc. Various states also shared their efforts to create a state vision 2047.

The Prime Minister also directed NITI Aayog to study the suggestions made by the states and UTs during the meeting.

He expressed his gratitude to all the CMs and LGs for participating in the meeting and sharing their views and experiences. He also expressed confidence that India is moving forward on the path to realizing the vision of Viksit Bharat @2047 through the power of cooperative federalism.
