Inclusivity should not come at the expense of the rights of indigenous Naga people: NSF regrets proposed candidature of non-Nagas in ULB

The Naga Students Federation (NSF) has written a letter to Nagaland Chief Minister Neiphiu Rio expressing concern over the proposed candidature of non-Nagas as nominees by the government in the urban local bodies (ULBs).

“Urban local bodies serve as central platforms for local governance, where decisions are made that affect the daily lives of citizens. For these decisions to truly reflect the needs and aspirations of the people, it is crucial that representatives are closely connected to local indigenous communities. Indigenous representation is not just a matter of presence, but also of ensuring that the unique identity, culture and historical context of the Naga people are upheld and preserved,” the NSF said.

The NSF reiterated its stand on reservations in ULBs being exclusively for indigenous Nagas from the state of Nagaland. It also stressed the need to maintain the integrity and voice of the Naga people in decision-making processes at the local level.

“The inclusion of non-indigenous individuals in these reserved categories dilutes the representation of the Naga community and undermines the purpose of these reserves,” the Federation said.

The Federation further asserted that the essence of its position revolves around the preservation of Naga identity, culture and governance. With indigenous identity intrinsically linked to our land, traditions and self-governance, the Federation felt that allowing non-indigenous persons to occupy positions meant for indigenous representatives is a threat to the preservation of our unique cultural and social fabric.

The importance of governance structures that reflect the identity of the indigenous Naga people and respond to their needs and aspirations was stressed.

While the NSF stands up for the rights and representation of the indigenous Nagas of the state of Nagaland, it also stressed that it upholds the principles of inclusivity and equality.

“However, inclusivity should not come at the cost of compromising the rights of the indigenous Naga people. It is vital to strike a balance where all communities can flourish, but the rights of indigenous peoples are protected and prioritized in their respective domains,” the NSF said.

The apex student council urged the Chief Minister to reconsider the candidature of Non Nagas for the government nomination in the ULBs. It sought the CM’s support to ensure that the reservations within the ULBs remain exclusive for indigenous Naga individuals of the state of Nagaland, thereby protecting their identity, culture and governance.

“We trust in your commitment to uphold democratic principles and the rights of the indigenous people of Nagaland. We look forward to your positive response and action in this regard,” the NSF urged.
