Province to ban e-bikes on sidewalks

Are you afraid of being hit by someone riding an electric bicycle on the sidewalk?

The Santa Cruz County Board of Supervisors has voted to approve a new ordinance specifying that electric bicycles (eBikes) and certain motorized vehicles such as mopeds will not be allowed to ride on sidewalks in unconnected areas. The ordinance is expected to return to the Board on August 13 for a second reading and final approval.

“The adoption of this regulation underscores our commitment to promoting sustainable transportation options while prioritizing public safety,” said Supervisor Manu Koenig.

“By updating our County Code to align with the changing transportation industry, we are taking proactive steps to ensure all residents can safely enjoy our public spaces,” said Supervisor Zach Friend.

Once the ordinance is finalized, it will be prohibited to ride e-bikes on provincially owned sidewalks unless those sidewalks are designated as cycle paths.

To ensure the safety of e-bike owners, the proposed ordinance includes an exception in limited circumstances to allow e-bikes on sidewalks where there are no pedestrians present and no bike lane is available.

Motorists must allow three feet of clearance for cyclists passing. Youths under 18 must wear a safety helmet, and youths under 16 are prohibited by state law from riding Class III eBikes (all Class III eBike users must wear a helmet).

Sidewalk regulations vary by jurisdiction.
